open to the Chinese territorial officials to visit and deal with as before. But the island must not be used by the Hongkong: Government for any purpose other than the construction and maintenance of the lighthouse. (5). Kowloon Customs to provide for maintenance of light,

should the Chinese Government require ilongkong to dis- -continue such maintenance.

The actual cost of constructing the light- -house was 2189,318, thus exceeding the estimate by tore than a lakh: and the Chinese contribution of 37,500 towards the cost Xx3 +

therefore, only some 4, instead of about % of the total coat. oreover, the Colonial Government had to pay a further sun of 807,254, being the initial cost of laying a telegraphic cable to Cap Rock,

The light was first exhibited on the lat. April, 1892, and since then the cost of structural maintenence for the years 1893-1910, both included, has amounted to a total sum of 243,020.88, giving en average of 82,390 per annum; while the total expenditure on salaries, oil,stores, etc., in connect- -ion with the lighthouse for the years 1892-1910, both included, has amounted to $201,138.33, giving an average yearly of 210,586.22. Therefore the average annual cost of maintenance hea in all been £12,976 towards which su.. the Chinese Coverament con- -tributes 5750 per annum, or about 6. Koreover, if allowance were made for interest at say 4 on the original outlay of this Government i.e. upon a sum of £269,072 (viz.- 8189,318 + 387,254 - $7,500) the percentage contributed by the Chinese Government towards the maintenance of this lighthouse would dwindle to the insignificant figure of 3 per annum.

Buring last year an inspection of the Cap Rock Lighthouse was made by Lr. F. T. Tickle, an expert obtained from England for the purpose. He reported on the 25th. October, 1911:- "I found the optical apparatus in a very mutilated condi-
